Description
Crazy 8s Technology Enhancing Headquarters Capabilities (TEHC) Day The United States Special Operations Command's (USSOCOM) SOF Acquisition, Technology and Logistics Center's (SOF AT&L) Crazy 8s will host a "Technology Enabling Headquarters Capabilities (TEHC) Day" on 10 March 2016. SOF AT&L provides rapid and focused acquisition of Special Operations Forces (SOF)-peculiar capabilities to USSOCOM operators conducting decisive ground SOF activities and global operations against terrorist networks. For the deployment of those capabilities to SOF operators to be successful, SOF AT&L must have an efficient, mobile and motivated workforce. The Crazy 8s are a team of volunteers who work to help SOF AT&L be that workforce. The Crazy 8s TEHC Day will be held in the area of Ybor City, at or near Doolittle Institute's SOFWERX facility, 1320 E 9th Avenue, Tampa, FL, 33605, on 10 March 2016. Selectees will be notified of the final location prior to the date of event. The purpose of this event is to provide industry with an opportunity to engage with members of USSOCOM to share technologies and tools that would increase efficiency, mobility and/or communicativeness within USSOCOM Headquarters. Selected presenters will receive a station within SOFWERX that includes a table and access to electricity. TVs/Display monitors may be available on a limited basis-please indicate if you would like a station with a TV. These will be distributed on a first come/first serve basis. Industry partners may submit unclassified, one page quad charts providing 1) an overview of their technology 2) objectives of this technology and/or problems that this technology solves, 3) requirements to implement this technology, and 4) a description of what your station at the TEHC day will include (PowerPoints discouraged!) to be considered for inclusion in the TEHC Day. The agenda for the day will consist of 3 hours for setup, one hour for demo browsing, 30 minutes for a SOCOM presentation and 3.5 hours for combined demo browsing and 15-minute demo "spotlights." Priority for the demo spotlights will be given to industry funded efforts that best align with the needs detailed below. Discussions that follow during the event between presenters and the Program Manager's and user representatives in the audience through the form of Q&A may only be at the UNCLASSIFIED level. Presenters of selected white papers will receive their invitation via email. Responses may be sent to the SOCOM email invitation. USSOCOM's internal Technology Needs listing includes multiple needs in each of the following functional areas: • Internal Communications • Information Technology • Knowledge Management • Mobile Desks/Workstations • Connectivity between multiple networks • Other Need Areas Space at this event is limited and will be available on a first come, first serve basis for presenters that have applicable technologies and tools that would increase efficiency, mobility and/or communicativeness within USSOCOM Headquarters. Who Should Attend? • PRESENTERS: Industry (large and small businesses) interested in providing a specific capability that would increase efficiency, mobility and/or communicativeness within USSOCOM Headquarters End State and What to Expect Afterwards? • As an end state, industry can expect to better understand the needs and focus areas within USSOCOM headquarters • Companies can gain knowledge of CRADA efforts, and other contracting and subcontracting opportunities • Representatives from all business types can receive feedback through general session Q&A and follow on feedback from the user community if their technologies information is deemed valuable and passed on Registration and "White Paper" Submission Guidelines Submitted unclassified quad charts are discouraged from being marketing in nature, or previously submitted ideas. The Crazy 8s are looking for true innovative, out-of-the-box thinking, conceptual approaches, and ideas with respect to the technologies listed under each of the commodity areas above. Each respondent must submit an unclassified quad chart in the following format: * No more than one unclassified page in length, including graphs, pictures, and analyses. * Page size shall be 8.5x 11 inches; font size shall be 12 point for body text. * Cover page and table of contents should not be submitted Include the following information at minimum: * Clearly identify the benefits of your product or concept * Identify the technical and programmatic risks you foresee in completing (or adapting) your technology for use within USSOCOM * We are looking for mature technologies that would be available for environmental testing or qualification (i.e., TRL 7-9). If you have lower TRL technologies, please refer to the S&T directorate site Based on the Government's assessment of the potential value and significance of the quad chart provided, your company may be selected to participate in TEHC Day. Selectees for USSOCOM will be notified via e-mail. Once selections have been made, vendors will be notified via email. Interested respondents are requested to submit their quad chart via email to Chelsea.Hamashin.ctr@socom.mil. Submissions will no longer be accepted after 29 February 2016 or when maximum capacity has been reached. Respondents are allowed to submit more than one quad chart if they have more than one technology meeting the criteria set forth above (commodity area, technology of interest, innovative, out-of-the-box, etc.). In an attempt to limit headcount and allow for maximum exposure to different vendors, there will be a maximum of two people per vendor. If you are a large company that has multiple business units, or multiple papers to present with different subject matter experts, we are allowing two presenters per selected quad chart. Please note that this event is for collaboration purposes only. It does not constitute a specific offer or commitment by USSOCOM to fund, in whole or in part, any opportunities referenced herein. Respondents to invitations to present papers and registered general session attendees are responsible to coordinate their own lodging and transportation requirements. Invitations to present a selected paper should not be construed as a requirement for which the Government is financially liable. Respondents will not be reimbursed for any travel, labor, information, etc., they provide in conjunction with this Special Notice. No contracts will result from participation in this event or white papers received; however, information received may be used in market research. This Crazy 8s collaboration event is in accordance with FAR 15.201(e) and is specifically for future and emerging technologies that would significantly advance designated commodity areas. This is NOT a Broad Agency Announcement, solicitation, or request for contractual offers. Interested participants are requested to follow submission guidelines to minimize expending extensive effort in preparing a "White Paper" that may not be considered, or submitting unneeded proprietary information. All proprietary information will be safeguarded in accordance with FAR 3.104 and 18 U.S.C. § 1905.
