- Attachment 5 - Past Performance Questionnaire Attachment 4 - Justification and Approval Attachment 3 - Clauses Attachment 2 - Dog Food Price List Attachment 1 - Instructions to Offerors This is a solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being required and a written solicitation will not be issued. Solicitation number HSSS01-16-R-0013 is issued as a Request for Proposals (RFP). The United States Secret Service (USSS) intends to issue a commercial Blanket Purchase Agreement (BPA), as a result of this RFP. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-48. The NAICS code is 311111 - dog and cat food manufacturers. The requirement is to provide various types of Hill's Science Diet dog food, as described in the attachments provided as part of this solicitation. This is a brand name only requirement for Hill's Pet Nutrition brand dog food, in accordance with FAR 6.302-1. Only proposals providing Hill's Pet Nutrition brand dog food will be considered. Award will be made on a lowest-price technically acceptable basis. This requirement is set aside for small businesses only. The period of performance will be from the date of award through the Government fiscal year (FY) 16, as well as four (4) one year option periods thereafter. Offerors are hereby notified that this solicitation and subsequent amendments to the solicitation will be available by downloading the documents at the Federal Business Opportunities website at www.fbo.gov. This office will not issue hard copy solicitations. By submitting a proposal, the offeror will be self-certifying that neither the requester, nor the principle corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive any contract from any Federal agency. Questions shall be provided via email to contract specialist Steven Schumacher at Steven.Schumacher@usss.dhs.gov NO LATER THAN February 9, 2016 at 5:00 PM ET. Any questions received in response to this RFP by the deadline stated above will be answered by the USSS and provided via a modification to the solicitation and posted on www.fbo.gov. All proposals must be submitted via email to Contract Specialist via email at Steven.Schumacher@usss.dhs.gov NO LATER THAN February 16, 2016 at 5:00 PM ET. Hard copy or faxed proposals will not be accepted.
