The purpose of this procurement is to acquire equipment known as "Bioquell Z-2 Vaporized Hydrogen Peroxide Generators," which decontaminate laboratory spaces inside high containment facilities. Bioquell Z-2 units' performance, capabilities, and efficiency have already been tested and proved by the CDC and their use is part of the standing operational procedures for performing Vaporized Hydrogen Peroxide (VHP) decontamination of the CDC's high-containment laboratory suites. To change to a new system would incur unreasonable delays in our capability to decontaminate laboratories. Furthermore, no other company or source exists that can deliver the equipment that is needed with the specifications required for our applications of this technology. The only other VHP decontamination equipment available on the market cannot allow activation of the decontamination cycle to occur remotely, putting our biosafety personnel in undue harm. The expected delivery date is September 30, 2015. CDC anticipates soliciting and negotiating with only one source under the authority of the Test Program for Commercial Items (Section 4202 of the Clinger-Cohen Act of 1996) in accordance with FAR 13.501(a).
