Description
Past Performance Questionnaire Pricing Structure Non-Disclosure Agreement Sections C-M SF-18 (RFQ NTSB-Q-16-0003) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this requirement is NTSB-Q-16-0003. This solicitation is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-86. This requirement is issued as a total small business set-aside. The associated NAICS code is 611519, "Other Technical and Trade Schools". The small business size standard of this NAICS code is $15M. This requirement is being procured in accordance with FAR subpart 13.5, Test Program for Certain Commercial Items. Background The NTSB is an independent Federal agency with the primary missions of investigating civil aviation accidents in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine and pipeline -- and issuing safety recommendations aimed at preventing future accidents. The Mission of the Office of Safety Recommendations and Communications is to ensure NTSB's vision and actions are accurately and effectively communicated to congressional stakeholders, victims of transportation accidents and their families, State and local government, the press, and the public resulting in successful understanding of the NTSB mission and implementation of actions on critical transportation safety issues. The Office of Safety Recommendations and Communications manages the information flow and coordination with outside individuals and organizations regarding on-going activities and issues concerning the NTSB. The Office provides leadership in how the agency responds and coordinates with Congress, the press, and the public to ensure consistency and accuracy of the strategic positions and issues of the NTSB. The Public Affairs Division is responsible for the dissemination of information to the public and is the agency's point of contact for members of the public and the news media. The NTSB has a requirement to provide Public Affairs training to external entities in managing communications following an aircraft and or major transportation accident or incident. Instructors of NTSB sponsored courses shall be experts in their fields, possessing mastery of the subject being taught. Such experience shall be indicated by an appropriate combination of professional experience in the given subject matter, publications, a record of professional presentations and/or teaching, work in related professional organizations, formal earned academic credentials, professional certification/designation, and/or other demonstrable indications of specialized knowledge in their area of instruction. Description of Requirement The NTSB has a requirement for Public Relations training services in accordance with SF-18 and Attachments 1 through 3, which are hereby attached hereto, for further details. Basis for Award The Government may award one (1) firm fixed price contract for one (1) base year and a potential of four (4) one (1) year option periods to the responsible offeror whose quote that conforms to the RFQ, will be most advantageous to the Government, price and other price factors considered, such that it provides the best value to the Government. Best value is defined as the procurement process that results in the most advantageous acquisition decision for the Government that is performed through an integrated assessment and trade-off analysis between price and non-price factors. All responsible sources may submit a capability statement, quote, or quotation, which shall be considered by the NTSB. Clauses and Provisions Review Attachment SF-18, which is hereby attached and incorporated hereto, for further details. Submission of Quotes Your quote must be received by 4:00 PM, Eastern Standard Time (EST), on or before February 12, 2016. LATE QUOTES MAY NOT BE CONSIDERED in accordance with Federal Acquisition Regulation (FAR) provision 52.212-1. Offers may be transmitted via email to: Janice R. Therefore, the offeror may choose to send their quote in separate emails, if the combined file size of any email received by the NTSB email server will exceed 15MB. Offerors are encouraged to remove excess graphics from their quotes to ensure quotes remain under the file size limit. It is the offeror's responsibility to ensure that the designated point of contact has received your quote at the email address of the contact specified above by the quote due date.
