- Solicitation extended until 5 Feb 2016. Statement of Work. Solicitation extended until 5 Feb 2016. Modification to extend the end date of the solicitation to 5 Feb 2016. SOLICITATION GUIDANCE All quotes/responses shall be submitted via email to christina.e.simpson@navy.mil no later than 05 Feb 2016 at 5:00 PM (EST) Solicitation N00421-16-T-0084 is issued as a competitive procurement. The Government intends to purchase on a firm fixed-price basis for the procurement of BREECH COUNTERWEIGHT, LOADER BASE, LOADER BODY, LOADER COUNTERWEIGHT, LOADER FLANGE, LOADER LID, VALVE FLANGE, and a LOADER CONNECTOR in accordance with the attached Statement of Work, under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 12 and 13. Procurement is a total set-aside for small business under the authority of FAR Part 52.219-6. 1) Material (CLIN 0001) a) The following parts shall be delivered by March 30 (earlier if possible) as specified in the chart below. See below (no other drawings/tables/or charts): Breech Counterweight Qty 1 AISI 1XXX Loader Base Qty 1 AISI 1XXX Loader Body Qty 1 AISI 1XXX Loader Counterweight Qty 1 AISI 1XXX Loader Flange Qty 1 AISI 1XXX Loader Lid Qty 1 AISI 1XXX Valve Flange Qty 2 AISI 1XXX Loader Connector Qty 1 AISI 4340 Annealed b) Dimensions and tolerances of the completed parts shall be verified c) The finished machined parts shall be coated in cosmoline, oil, or rust preventative coating to prevent corrosion during shipping 2) Shipping (CLINN 0002) a) Price shall include shipping of parts FOB to: 48066 Shaw Road, Bldg 2188 Patuxent River, MD 20670 Solicitation closing date/time is firm; proposals received after the deadline will not be accepted. Selected bidder's decision to submit proposal on the final day of solicitation and requesting for an extension will not be granted. Extension is solely within the discretion of the government agent. Interested bidders must address their questions, concern, etc... while solicitation is ongoing (active). Your quote must contain enough technical information i.e. data sheet, drawing, specification, etc... for evaluation. Your quote will only be evaluated based on the information provided. Additional documents, questions, concerns, modifications, or any other information in relation to your quote will not be entertained or accepted when posting was already concluded. The award will be made on the basis of lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factor. This is a firm fixed-price procurement; therefore, the initial offer should represent the vendor's best quote in terms of price and technical acceptability. A determination by the Government not to accept the proposal for not meeting the minimum requirement is solely within the discretion of the Government. ONLY New Equipment, NO Remanufactured, and all items must be covered under the manufacturer's warranty. Similar or Substitute products will not be accepted. A: They are machined from solid blocks of steel. Q: Section B is origin but the statement of work says FOB CLIN 2 destination? A: Shipping should be origin. Include the shipping cost in your quote. Q: Can the material 6061-T6 aluminum be substituted in place of the callout AISI 1XXX? A: AISI stands for the American Iron and Steel Institute, which would preclude this being aluminum. Q: Do you know a source mill that produces the AISI 1XXX type material in the sizes for the Breech Counterweight, the Loader Body, and the Loader Lid? A: A source mill is not known but the stock is out there. Q: What general tolerance is required to be held for the sizing, hole positions, what tolerance is required? A: Please use these configurations: Use the standards unless otherwise specified on the drawings. Tol on angle: +-1 degree, 2x: +-.03; 3x: +-.010 Interpret Dim and Tol per ASME Y14.5 - 2009 Q: What is the qty that you actually want delivered on or before the 30th of March? It states 1 lot, what does that mean exactly? A: The quantity for all items are (1) for the exception of the valve flange - the quantity is (2). The word "lot" is a term that the system uses to identify the unit of measurements. Q: Is a recess or groove on each end and if so what are the dimensions? A: The loader connector drawing has been updated to show more detail.
