- Military Sealift Command (MSC) Ship Support San Diego intends to award a Sole Source, Firm-Fixed Price (FFP) contract to Quality Refrigeration Company, Inc., San Diego, CA. The Company possesses unique knowledge and capability to perform requisite services and has access to proprietary rights on plans, specifications, procedures and OEM parts. The contract performance period is from date of contract award through 1 May 2016. The proposed contract action for which the Government intends to solicit and negotiate with only one source is provided under the authority of FAR 6.302-1. Statement of Work: 1.0 Provide labor and material of Quality Refrigeration, an authorized CARRIER Marine Service Facility to accomplish the following repairs to Nr 1 Carrier Transcold Condenser Model No. 19XRV5557387CRS64S: 1.1 Extract the remaining tubes from the condenser. 1.2 Cut off both tube sheets and water box. 1.3 Supply two new 90/10 cuni clad over SA-516-70 ASME steel. 1.4 Supply the remaining 390 tubes needed to fully re-tube the condenser. 1.5 Install and provide an ASME code welder, fitter, and fire watch. 1.6 Weld the new tube sheets and provide ASME re-certification. 1.7 Install all new tubes and roll the tubes into the newly installed tube sheet. 1.8 Pressure test the condenser to 225 PSI to verify the system is leak free. 1.9 Vessel Location: Vigor Marine and Naval Base San Diego This notice of intent is not a request for competitive proposals; however interested parties may identify their interest and capability to respond to the requirement. Respondents must provide level of effort and dollar estimates to acquire a full understanding of the design of the equipment. As part of the written response, a respondent must be able to prove to the Government how field problems can be identified and corrected without the aid of detailed design drawings. Oral communications are not acceptable in response to this notice. A written response must include evidence of the respondents' ability to support the described equipment. Interested parties with the capability of meeting the proposed requirements are requested to provide an email to the MSC Point of Contact Mary Ablola, mary.ablola@navy.mil not later than 1000Hours PST on 2 February 2016 expressing interest and outlining their capabilities and qualifications to perform the effort. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
