- The Department of the Navy, Space and Naval Warfare Systems Center Pacific (SSC Pacific) intends to issue Request for Quotation (RFQ) No. N66001-16-T-0077 for the award of a Cost-Plus Fixed-Fee (CPFF) contract using simplified acquisition procedures. This task is a performance-based acquisition for the Common Very Low Frequency (VLF) Receiver Increment 2 (CVRi2), Airborne Platform VLF receiver engineering and the Unified Minimum Essential Emergency Communications Network (MEECN) Mode (UMM). This specific task requires expertise in the development of Survivable VLF Receiver Anti- Jam (A/J) signal processing design, requirements compliance, technical risk analysis, system performance analysis necessary to for reuse of CVRi1 KGR-72 for use in other Airborne VLF applications. This task will provide the expertise necessary to assist the Air Force CVRi2 Project Office Hanscom AFB with analysis and evaluation of B-2 KGR-72 increment 1 A/J capabilities and make recommendations necessary for future use with other Strategic VLF airborne platforms. This is a 100% small business set-aside, with no follow-on awards anticipated. The NAICS code for this procurement is 541712 with a size standard of 500 employees. The estimated level-of-effort for the total requirement is 600 labor hours. The anticipated period of performance is 8 months from date of contract award. A draft Performance Work Statement is attached to this synopsis. A Bidders Mailing List will not be established and hard copies of documents will not be provided.
