- ADVANCE PLANNING NOTICE The Naval Air Warfare Center Aircraft Division Contracts Department (AIR 2.5.1.11), Patuxent River, MD announces its intention to procure on a competitive basis the services necessary to provide support to the Naval Air Warfare Center, Aircraft Division, Mission Engineering & Analysis Department Warfare Analysis and Integration Department (AIR-4.0M). Contractor services are required to provide support for warfare analysis, engineering and technical services for Naval and Joint warfighting capability assessments and Modeling and Simulation (M&S) to supplement and enhance AIR-4.0M government and military warfighting analytic efforts that are conducted in support of Program Executive Offices (PEOs), the Naval Aviation Enterprise (NAE), and the Office of the Chief of Naval Operations (OPNAV). The contract type is anticipated to be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Cost Plus Fixed Fee (CPFF) and Cost Reimbursable CLINs. The Government anticipate a period of performance of five (5) years with an estimated total level of effort of approximately 786,581 hours. This acquisition will be competed as a full and open competition with a Product/Service (PSC) code of R425. This requirement is a follow-on for the engineering support services currently performed by the incumbent, ManTech, under contract N00421-13-D-0002. THIS IS NOT A REQUEST FOR PROPOSAL. This notice is for informational purposes only. The draft solicitation is anticipated to be released by 05 February 2016. Interested vendors may submit questions related to the solicitation to the Government within 14 days of the release of the draft solicitation.
