- TITLE: F3TTWG5287A001, Sole Source Acquisition for the purchase of VICADS Personal Viewer Workstation Platform The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Open Roads Consulting Inc. Required items to be purchased are: This procurement will be for the purchase a converged VICADS Personal Viewer Workstation platform. The aforementioned is a multi-camera interface system to include monitors, keyboard, mouse, PTZ joystick controller and associated professional support services. APPLICABILITY OF AUTHORITY : This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii). The 4 th Security Forces Squadron owns the existing flight line camera equipment and infrastructure which is "hard wired", previously installed by ORCI. The existing cameras and visual equipment are only functional with ORCI's interface system and ORCI will not install their software on any other platform other than their proprietary equipment. Open Roads has proprietary rights to the data and system currently in place. The upgrade must be compatible with the VICADS currently installed and in use at the 4 th Fighter Wing. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 12 Feb 16 at 10:00 A.M EST.
