Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation number is AG-569R-S-16-0001. This solicitation is issued as a request for quotations (RFQ) for a Firm Fixed Price contract. Simplified procurement procedures will be used for this acquisition per Federal Acquisition Regulation (FAR) Part 13. The Government intends to make one contract award. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-85. Provisions and clause incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Agriculture Acquisition Regulations (AGAR) can be accessed at http://farsite.hill.af.mil/ OR http://www.acquisition.gov/far/ and http://www.usda.gov/procurement/policy/agar.html (iv) This is a total small-business set-aside. The associated NAICS code is 424710 and the small business size standard is 100 employees. (v) Deliver unleaded gasoline and diesel fuel to the Raco Work Center; 9200 South Ranger Road, Brimley, MI 49715 on an as needed basis. (vi) Description of requirements for the items to be acquired: Firm-fixed price. The Raco Work Center is a remote site located approximately 25 miles west of Sault Ste. Marie, MI. Unleaded Gasoline is used for the Eastside fleet of approximately 15-20 vehicles, and Diesel fuel is used for the Districts heavy equipment. Tanks are 1,000 gallons each, and deliveries are needed approximately 4 times per month. (vii) The start date will begin within 30 days of award. Period of performance is for one year and there are two (2) option years that may extend the contract through yearly intervals. Place of performance is located at the Raco Work Center; 9200 South Ranger Road, Brimley, MI 49715. (viii) Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (ix) Evaluation of quotes will be based on the lowest price technically acceptable. Pricing should include price per gallon, delivered for each type of fuel: unleaded and diesel. Contractors shall submit a detailed price quote for each year and option year. Please provide a breakdown of how the monthly price was calculated. Contractors that fail to respond accordingly may be considered non-responsive and may not be considered for award. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (attachment available in uploaded document package), with its quote. An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via the System for Award Management (SAM) online at www.sam.gov. If an offeror has NOT completed the annual representations and certifications electronically at the online, the offeror shall complete only paragraphs (c) through (o) of this provision. SAM replaces CCR/FedReg, ORCA, and EPLS. (xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
