Sources Sought Notice: E-Plates and Inserts for xCeLLigence and iCELLigence DESCRIPTION: This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to provide the SPECIFIED REQUIREMENT. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought synopsis only. Questions should be submitted by email to Darius.crane@va.gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, woman owned small business, FSS/GSA contract schedule holders or large business) relative to NAICS 334516, Analytical Laboratory Instrument Manufacturing. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the Federal Business Opportunities (FBO) website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. SPECIFIED REQUIREMENT: Network Contracting Office 7, Charleston, SC is seeking sources for a potential contractor to provide the following items: (E-Plate VIEW 16, E-Plate INSERT 16, RTCA CIM-Plate 16) The E-plate VIEW 16, E-Plate Insert 16, and RTCA CIM-Plate 16 are disposable cell culture plates needed to operate our RTCA xCelligenence DP assay analyzer. These culture plates are to perform such as cell proliferation and wound healing, co-culture, and cell invasion and migration (CIM) assays, respectively. Because the xCelligence DP equipment measures "real-time" cell behaviors (i.e., the time-lapse measuring of cell proliferation, or invasion and migration, etc.) in the analyses, the equipment cannot function without these cell culture vessels that physically contain and provide cells in a sterile mode. All E-Plates are provided individually in sterile wraps. Specifically, the xCELLigence E-Plate ® (used with or without E-Plate INSERT inner vessel) features a micro-electrode configuration that covers 80% of each well bottom's surface area. The real-time measurement of impedance across the electrodes provides sensitive immediate detection of the cellular condition and response from low cell numbers to confluency. This enables a wide array of potential applications including (but not limited to): "Cell proliferation "Cell quality "Compound mediated cytotoxicity "Cell-mediated cytotoxicity "Cell adhesion and spreading "Functional monitoring of receptor tyrosine kinase and GPCR signaling "Cell mediated cytolysis "Barrier function "Viral quantification The E-Plate INSERT is the second culture vessel that fits inside the E-Plate, allowing to analyze the interactions taking place between two different cell types (through the co-culture) by creating two separate culture chambers. Because this INSERT is microporous with the pore size substantially less than 8 ?m, any chemical substances secreted by cells (but not the cell bodies) can diffuse through its pores. Therefore, this co-culture INSERT allows the real-time study of cellular and biochemical interactions occurring between adjacent cell types, as they take place in vivo. i. The xCELLigence CIM-plate ® is a modified-Boyden chamber design comprised of a disposable top and bottom chamber featuring the same micro-electrode configuration on the bottom side of a microporous polyethylene terephthalate (PET) membrane. The median pore size of this membrane is 8 ?m. This design and real-time measurement allows for precise quantitative information for applications in cell invasion and migration (CIM). REQUESTED INFORMATION: (1) STATEMENT OF CAPABILITY: Submit a brief description, ten (10) pages or less that demonstrates how your company has the supervision, facilities, labor and experience to provide the items required. Include past experience in providing these items to the VA, other Government (Federal or State) agency, or for a private facility. Please specify your availability to start date and your address. (2) BUSINESS SIZE AND SOCIO-ECONOMIC STATUS: (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub-zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ and/or the VetBiz Registry at http://vip.vetbiz.gov/. If not, please (i) NOTE that any future solicitation could only be awarded to a contractor who is registered in SAM and to receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry. Responses must be emailed to Darius.crane@va.gov no later than 8:00 am EDT on Wednesday February 3rd, 2015. Your response should include both the STATEMENT OF CAPABILITY and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained above. Please place "ATTENTION: VA247-16-N-0269 E-Plates and Inserts for xCeLLigence and iCELLigence" in the subject line of your email. This notice is to assist the VA in determining sources only. A SOLICITATION IS NOT CURRENTLY AVAILABLE. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
