- Notice of Intent to Award Sole Source to Institu Inc. This announcement constitutes a Notice of Contract Action (NOCA) by the Air Force Life Cycle Management Center (AFLCMC), Hanscom AFB, MA. AFLCMC/HBBK intends to issue a sole-source contract to Institu Inc. This is a Firm Fixed-Price Task Order. The proposed action will provide the Government with training on the Catalina TacitView v3.2.2 software. The Government intends to make an award by 29 February 2016. FAR 6.302-1(a)(2) states when the supplies or services required by the agency are available from only on responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. This NOCA is for planning purposes only and does not constitute a Request for Proposal nor does the issuance restrict the Government to a single acquisition approach. The Government will not pay for any information received in response to this notice nor will the Government compensate a respondent for any costs incurred in developing the information. An AFLCMC/Hanscom Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
