- The Medicine Bow-Routt National Forest/Thunder Basin National Grassland, Douglas Ranger District is looking for potential sources for Lookout Services at the Black Mountain Lookout. The request for information is for Lookout Services on the Douglas Ranger District of the Medicine Bow-Routt National Forest. The Contractor shall furnish all labor, equipment, supervision, transportation, supplies (except those designated as Government furnished), and incidentals to perform all work necessary on the areas specified in the contract. The contract requires manning the Black Mountain Lookout during basic hours of operation 10:00 a.m. through 8:00 p.m. daily from Approximately June 1, through September 30, with the possibility of the month of October. Contractor shall be responsible for performing the required work during Lookout operating times. In the event the Contractor cannot perform the regular duties, the Contractor shall be responsible for employing and training another person to do so. Basic Fire Detection shall consist of but not limited to the following: •Intensive visual search of the "seen area" at intervals not to exceed three-fourth of an hour between searches. •Visual scan of seen area at fifteen minute intervals when not performing Item 1. •Reporting any smoke to Casper Interagency Dispatch Center or the Esterbrook Work Center. •Receiving, relaying and/or acting upon all radio messages directed to Black Mountain Lookout. •Intercepting, recording, and relaying messages to other units on Douglas Ranger District when call unit fails to respond. •Contractor shall be responsible for communication and relaying radio messages on different radios: Forest Service; Bureau of Land Management; Counties; and Business Band. Radio operating procedures will be reviewed with the Contractor. •Contractor shall be required to work cooperatively with the public and with personnel from other federal agencies and from state and county agencies. Additional Regular Duties: •Minor maintenance, repairs, painting and janitorial services to the Lookout and associated structures, to maintain the Lookout site in a neat, clean and orderly condition. • Minor visitor information services to members of the public who visit Black Mountain Lookout during hours of operation. • Emergency medical service for self and any employees. Minimum Requirement for Lookout Operator: •Two years fire season experience as a fire lookout. •20-20 eye vision, with or without corrective lenses, without impairments, such as color blindness. •Ability to read and identify legal descriptions on topographic/forest maps. •Ability to communicate verbally over two-way radios (receive and transmit messages). •Ability to keep accurate radio logs and records of fire activities. •Working knowledge of rural fire fighting, radio operation/dispatch procedures, fire fighting and lookout experience. •Ability to be cordial with forest visitors and represent the Forest Service in accordance with the mission statement (Caring for the Land and Serving the People).
