Description
The Centers for Disease Control and Prevention (CDC) / National Institute Occupational Safety and Health (NIOSH) intends to award a sole source contract to Thermo Environmental Instruments, Inc. for the procurement of ten (10) PDM 3700 personal dust monitors. One of the goals of the Dust, Ventilation, and Toxic Substances Branch is to reduce coal mine workers' exposure to respirable coal mine dust. As part of this research, it is necessary to quantify the respirable dust exposure of these workers and identify major sources of dust liberation in the mines. Mass based sampling instruments provide the most accurate measurement of these exposures. If these exposures can be monitored and recorded on a time basis, it allows researchers to identify the highest sources of dust exposure. Consequently, it is necessary to use respirable dust sampling instrumentation that is person-wearable, mass-based, records real time data, and is approved for use in underground mines. The PDM 3700 dust monitor is the only instrument that can perform the needed functions and is certified by both Mine Safety and health Administration (MSHA) and NIOSH for use in underground mining environments. This contract action is for commercial services and/or supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within fifteen (15) calendar days of the issuance of this notice will be considered by the government. A determination by the government whether or not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
