- In accordance with Section 3.2.2.4 of the Federal Aviation Administration (FAA) Acquisition Management System (AMS), the purpose of this announcement is to inform industry of the basis for the FAA's decision to contract with a selected source via single source procedures. The FAA intends to enter into negotiations on a single source basis with Hoh Aeronautics, Inc., Lomita, CA. The FAA has a requirement for advanced flight control expertise via technical support and services during simulation testing of Advanced Flight Controls (AdFC) on rotorcraft using the NASA Ames Vertical Motion Simulator (VMS). The FAA needs the data that will be generated by NASA Ames VMS to validate the guidance developed by Hoh Aeronautics, Inc. under an existing FAA Aviation Research Grant to develop the rulemaking to support AdFC use on rotorcraft. Knowledge of that work is imperative to support the simulation being done by NASA. That knowledge will be used to develop the test plan and execute the simulation work at NASA. This knowledge resides with Hoh Aeronautics, Inc. as a result of the work under our grant. A competitive solicitation is not available for this procurement. The FAA is not seeking or accepting unsolicited proposals. The FAA is not liable for any costs associated with the preparing of a response to this announcement. If your firm does not agree with the single source determination, please provide evidence of your firm ™s capabilities and experience in providing the aforementioned services and the FAA will evaluate accordingly.
