- Draft Performance Work Statement for the C2F Maintenance and Repair Requirement. This announcement constitutes only the pre-solicitation notice; proposals will be requested and a written solicitation will be issued at a future date to be determined. Proposals will be due approximately 30 days after the solicitation is posted. Solicitation number FA4600-16-R-0010 is being issued as a REQUEST FOR PROPOSAL (RFP) using FAR Part 15, Contracting By Negotiation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-85. All applicable provisions and clauses are included in the actual solicitation. This electronic announcement constitutes the only the pre-solicitation notice being issued. The North American Industry Classification System (NAICS) code is 561210, and the small business size standard is $38,500,000.00. This solicitation will be set-aside 100% for small business. The Government intends to issue a firm fixed price contract with a one-year base period and four (4) one-year options periods. This service requires the contractor to provide cost effective operations, maintenance, repair, and service functions for real property, Real Property Installed Equipment (RPIE), Real Property Similar Equipment (RPSE), and specifically designated non-RPIE to a standard that prevents deterioration beyond that which results from normal wear and tear or prevents degradation of C2F mission using life cycle maintenance practices. Broad examples of Contractor responsibilities include, but are not limited to: Heating Ventilation and Air Conditioning (HVAC), plumbing, generator maintenance electrical, fire suppression, structural, alarms, roofing maintenance and repair and work request management. All services shall be performed in accordance with the terms and conditions set forth in the PWS which shall be made available on the Internet at the Government Point of Entry (GPE) website, which is at the following address: https://www.fbo.gov. Please reference solicitation number FA4600-16-R-0010 on all correspondence. The Government reserves the right to cancel this solicitation either before or after the closing date. All offerors shall be resgistered in System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. Offerors must be registered in the SAM.GOV database before a contract can be awarded to your company. Please acknowledge all requirements of the solicitation in the proposals.
