SOLICITATION: VA786-16-R-0089 PROJECT LOCATION: CULPEPER NATIONAL CEMETERY PROJECT TITLE: The Contractor shall furnish all equipment, personnel, labor, materials and services necessary to Supply & Deliver (F.O.B. Destination within Consignee's Premises) Clean Topsoil and to Remove, Transport and Dispose-of (off-site) excess fill-dirt at the Culpeper National Cemetery, 305 U.S. Avenue, Culpeper, VA 22701 Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, and any State and/or local regulations, laws and codes. METHOD OF AWARD - CASCADE PROCEDURES: 1.1 This a competitive Request for Proposals (RFP) using a Three (3)-Tier cascading set-aside procedure. The set-aside requirement will be as follows: First (1st) Tier: Service Disabled Veteran Owned Small Businesses (SDVOSBs), Second (2nd) Tier: Veteran Owned Small Businesses (VOSBs), Third (3rd) Tier: All Small Businesses. Cascading process will be used in conjunction with FAR Part 15, Lowest Price Technically Acceptable (LPTA) source selection process. Award will be made to a responsible offeror on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors; only were adequate/sufficient competition is received at a given Tier. 1.2Adequate competition exists if; (1) proposals are received from at least two qualified / technically acceptable responsible offerors; (2) each of whom can satisfy the contract's requirements independently; (3) both contend for a contract which will be won by the offeror who submits the lowest evaluated price meeting or exceeding technical requirement and; (4) price is reasonable as determined in accordance with FAR 19.202-6. If the above is satisfied in Tier 1, Tiers 2 and Tiers 3 proposals will not be considered. If not, Tier 2 will be added to the evaluation process. If no proposals received in Tier 2, or adequate competition was not met, Tier 3 will be added to the evaluation process. The NAICS Code is 561730. Size standard is $7.5 Million. An electronic solicitation is available for download from http://www.fbo.gov on 01/26/2016 as a separate attachment. Responses to the solicitation are due at 2pm EST. on 02/16/2016. Any amendments to the solicitation will also be available at www.fbo.gov. Offerors are advised they are responsible for obtaining any amendments. Failure to submit all documentation required as required, may result in your submission being determined non-responsive/technically unacceptable and your proposal will be removed from further consideration.
