Description

Department of Veterans Affairs (VA), Richard L Roudebush Medical Center (RLRVAMC), located at 1482 West 10th Street, Indianapolis, IN 46202, intends to award a sole sourced, firm fixed price contract for the acquisition of biological safety officer services for the Research Service. The basic scope of this requirement is: - Contractor will review protocols from RLRVAMC affiliated investigators, perform audits verifying that listed laboratory space(s) is suitable for proposed research, submit audit reports to investigators and RLRVAMC Research Office. - Contractor shall provide training to RLRVAMC staff on the requirements to work safely with rDNA and/or biohazardous materials, and provide reports to RLRVAMC Research Office. - Contractor will perform annual inspections and decommissioning of RLRVAMC Research laboratories. Including inspection/decommission of high containment (i.e., BSL-3) facilities at the RLRVAMC. - Contractor shall provide employee health program enrollment status for RLRVAMC research personnel with Indiana University - Purdue University Indianapolis (IUPUI) appointments - Contractor will develop and implement Institutional Biosafety Plan and Emergency Response Plan for IUPUI research facilities used for RLRVAMC research. NAICS Code for this acquisition is 541990- All Other Professional, Scientific and Technical Services, size standard $15.0 million. The Government intends, in accordance with FAR 13-106-1(b), to negotiate on a sole source basis with Indiana University - Purdue University Indianapolis, 980 Indiana Avenue, 4th Floor, Lockefield Village, Indianapolis, IN 46202-5167. The Contractor shall provide all supplies, materials, labor, knowledge, techniques supervision, test equipment, and transportation necessary to perform the necessary work requested by the Richard L Roudebush VA Medical Center in strict accordance with the statement of work, all schedules, and terms and conditions of the resultant contract. This notice is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received NLT 12:00 pm EST on February 5, 2016.
