- RFI Questions & Answers for Amendment A08 1) Electricians are asking for clarification on what they are to do electrically for the existing HVAC units. a. There are no changes to electrical for existing HVAC units. 2) HVAC subcontractors are to assume no work to the existing units at this time, correct? a. There is no work to the existing units at this time. 3) Will the new electrical service be downsized due to not needing the 350 amp breaker for the large roof unit? a. Do not downsize the new electric service. 4) Parking lot lighting is to be deleted in the areas shown as well correct? a. Delete parking lot lighting only in the area shown as removed from the project SOW. The purpose of Amendment A08 is to reopen this solicitation and amend it to modify the drawings & work effort to reflect Value. Engineering (VE) as identified in the attached VE Drawings & VE Statement of Work. A new/revised Offer & Award Page is provided to reflect the various specified alternates. Additionally, the answers to several vendor questions, submitted subsequent to the Deadline for Questions are provided. The revised solicitation due date is Thursday, January 28 at 3:00 PM EST. All other Terms & Conditions remain unchanged. The purpose of Amendment A07 is as follows: 1. Respond to additional vendor RFIs. 2. Revise Specification 015000 Section 1.10 Postal Service Field Office as follows: 1.10 POSTAL SERVICE FIELD OFFICE A. The Contractor must provide table and chairs for ten and a copy machine within the existing building in an area where there is minimal construction work. 3. Revise Specification Section 096500 Resilient Flooring as attached. All other terms & conditions remain unchanged. The purpose of Amendment A06 is as follows: 1. Respond to additional vendor RFIs. 2. Revise Drawings: C0.1, C1.2, C2.1, C2.2, C3.1, C4.1, C5.1, C5.2 & S5.3 3. Revise Specification Sections: 033000, 221113, 311000, 312000, 321216, 321313, 321723, 323113, & 334100. All other Terms & Conditions remain unchanged. The purpose of Amendment A05 is to provide answers to additional RFI questions. All other terms & conditions remain unchanged. The purpose of Amendment A04 is to provide answers to additional RFI questions. All other terms & conditions remain unchanged. The purpose of Amendment A03 is to: 1) Issue three (3) additional drawings (C1.2, C2.1 & C3.1) 2) Distribute Pre-Proposal Meeting list of attendees 3) Distribute Questions/Answers for RFI's addressed at the Pre-Proposal meeting All other terms & conditions remain unchanged. The purpose of Amendment A02 is to identify a 2nd site visit opportunity for interested parties. The West Plains facility will be open for visitation on January 12 between 10:00 & 11:00 AM CST. This will be the only additional opportunity to visit the site prior to contract award. All other terms & conditions remain unchanged. The purpose of Amendment A01 is to change the Pre-Proposal Meeting Time from 1:00 PM CST to 10:00 AM CST. The Pre-Proposal Meeting date & location remain the same, Wednesday, January 6, 2016 @ 212 Washington Avenue, West Plains, MO 65775 All other terms & conditions remain unchanged. The U. S. Postal Service plans to issue a Fixed Price Contract to complete a Alternate Quarters/Buildout project at the West Plains MO New Main Post Office located at 212 Washington Ave, West Plains, MO 65775. All work will be done in accordance with USPS approved specifications and drawings. The estimated cost range of the project is $1,000,000 to $1,200,000 with construction completion within 150 calendar days from receipt of notice to proceed. Contractors must submit a Qualification Statement and a Management Plan with their price proposal. Only the most qualified contractors will be considered. To be considered, a company must meet the following minimum requirements: (1) Contractors must be licensed, as may be required by the State, to perform the work as stated in this solicitation. (2) Contractors must have been in the construction business for a minimum of five years as of the date of this solicitation. There is no requirement that eligible contracting firms remained the identical entity for the five-year period, although legal entity changes (such as from a partnership to a corporation) that occurred during this five-year period should be clearly explained, and if key personnel were retained, this should also be clearly explained. (3) Contractor must be capable of obtaining performance and payment bonds for 100% of the contract price. (4) Contractors must provide their EMR rating on insurance company letterhead. If the EMR rating is greater than 1.0, the contractor must provide an explanation from its insurance company in order to be given further consideration for prequalification. (5) Company must submit information for three to five comparable projects that have either been completed within the past five years or are currently ongoing. Comparable projects are defined as Buildout projects with similar scopes of work and costs of $750,000 or more. The Qualification Statements will be evaluated in accordance with the criteria stated: experience/performance and capabilities. The price proposals for only the most highly qualified contractors will be considered. The Postal Service is more concerned with making an award at the lowest overall price than with obtaining superior technical or management features. However, the Postal Service may not necessarily make an award at the lowest price in order to achieve a small price savings if better value can be achieved with superior technical or management features. The benefits of a higher priced proposal may merit a higher price. The evaluation factors outlined in Section 2-26.2, of the Supplying Principles and Practices, listed in descending order of importance, will be used in the evaluation of proposals. Prequalified contractors will be placed on a list for inclusion in future solicitations in this area with similar scopes of work. There is no guarantee that a specific number of solicitations will be issued to these prequalified contractors. A PRE PROPOSAL MEETING WILL BE HELD AT THE SITE ON JANUARY 6, 2016 AT 1:00 P.M. CST ATTENDANCE IS HIGHLY RECOMMENDED. The SOLICITATION PACKAGE is attached to this posting.
