Description
Agency: Department of the Air Force Office: Air Force Materiel Command Location: AFLCMC/HBRK This announcement constitutes a Notice of Proposed Contract Action (NOCA) by the Air Force Life Cycle Management Center, Joint Surveillance Target Attack Radar System (JSTARS) Recapitalization (Recap) Branch (AFLCMC/HBR) Hanscom AFB, MA. AFLCMC/HBRK intends to execute two sole source Radar Technical Maturation and Risk Reduction (TMRR) contracts to Northrop Grumman Electronic Systems (NGES) Baltimore Maryland and Raytheon Space & Airborne Systems Dallas Texas to mature radar subsystem design and reduce the radar integration risk with the JSTARS Recap Weapon System (WS). The acquisition is limited to US original equipment manufacturers (OEM) and market research has indicated the aforementioned companies are the only two OEMs capable of meeting Government requirements. The acquisition described herein will be a limited source procurement conducted in accordance with Title 10 United States Code (USC) 2304(c)(1) as implemented by FAR 6.302-1 The anticipated contract awards will be Cost Plus Fixed Fee (CPFF) with 18 month period of performances to separate U.S. domestic, original equipment manufacturers (OEMs) who will conduct Non-recurring Engineering (NRE) for both hardware and software to enable delivery of a first radar test article in support of the JSTARS Recap effort. The North American Industry Classification System (NAICS) Code for this effort is 334511. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Such capabilities will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. No RFP will be issued based upon this Notice of Intent. The Government will not pay for any information received in response to this NOCA nor will the Government compensate a respondent for any costs incurred in developing the information provided to HBRK. This notice is not a commitment from the Government. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
