- The attached is the Justification and Approval for the rational as to why the Government intends to negotiate solely with LabAnswers to procure the required eLIMS services. This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR 6.302-1(a)(2)(iii)(B). The Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Tennant Division, 6001 Combat Drive, APG, MD 21005 has a requirement to procure the following items: Base Year: CLIN 0001 Complete Base Configuration Build Functional CLIN 0002 Complete Base Configuration Build - Technical CLIN 0003 Functional Configuration - PAC, North, West CLIN 0004 Technical Configuration - PAC, North, West CLIN 0005 Project Management - PAC, North, West CLIN 0006 Training - PAC, North, West CLIN 0007 Travel - PAC, North, West CLIN 0008 License Cost CLIN 0009 Software Maintenance (based on south licenses) CLIN 0010 One Year Hourly Tech. Support with LabAnswer EAS CLIN 0011 Starlims Consulting - PAC, North, West CLIN 0012 G&A on Starlims Consulting Option Year One: CLIN 1001 Functional Configuration - EUR and AIPH CLIN 1002 Technical Configuration - EUR and AIPH CLIN 1003 Project Management - EUR and AIPH CLIN 1004 Training - EUR and AIPH CLIN 1005 Travel EUR and AIPH CLIN 1006 License Cost CLIN 1007 Software Maintenance (based on South, PAC, North, West and Portal Licenses) CLIN 1008 One Year Hourly Technical Support with LabAnswer EAS CLIN 1009 StarLims Consulting - EUR and AIPH CLIN 1010 G&A on Starlims Consulting Option Year Two: 2001 Software Maintenance 2002 Starlims Consulting 2003 G&A on Starlims Consulting The Government intends to award a Firm-Fixed Price (FFP), sole source award to LabAnswer Government, LLC. Please see the attachment labeled, "Sole Source Justification for Special Notice" for further details as to why this action is being negotiated solely with LabAnswer Government, LLC. The associated North America Industry Classification System (NAICS) Code is 541519 and the Business Size Standard is $27.5M. This is NOT a Request For Quote (RFQ). The purpose of this posting is to notify the general public of the Government's intention to negotiate solely with LabAnswer Informatics, LLC (Cage Code: 5HSG2). All responses received within ten (10) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 3:00 PM Eastern Standard Time (EST), Thursday, February 04, 2016. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
