Description
DRAFT SOURCES SOUGHT The 99th Contracting Squadron, Nellis AFB, NV is issuing this sources sought notice as a means of conducting market research to determine the interest and capability of sources for a potential 100% Small Business set-aside. Interested parties should have the resources to repair and test a broken product entry boot under a commercial gasoline fuel dispenser. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 811310. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information is issued for planning purposes and does not constitute a request for proposals. Responses to this notice will assist the Government in identifying potential sources and determining if a set-aside of the solicitation is appropriate. Submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, business address, email address, Web site address, if applicable, telephone number, and size and CAGE code for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation. The government will assess market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; providing key supervisory personnel and risk mitigation. Note: It is highly recommended that prospective contractors be registered in the System for Award Management (SAM) database as registration is required for the contract awardee. Registration requires applicants to have a Commercial and Government Entry Code (CAGE) and Data Universal Numbering System (DUNS) number from Dun and Bradstreet. Registration usually takes up to five (5) days to process. Recommend registering immediately in order to prevent any delays. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 1200 pm, 11 February 2016. APPENDIX 1: Purpose and Objectives 1. Work consists of furnishing all design, labor, equipment, material, transportation, administration, supervision and all else necessary to perform the repair and testing of a broken product entry boot under gasoline fuel dispenser 5-6 at the Nellis Air Force Base NV. The Contractor must obtain a repair permit from Southern Nevada Health District and provide all materials and repair all penetrations inside Under Dispenser Containment (UDC) sump and perform a witnessed hydrostatic test with the Southern Nevada Health District Inspector. Contractor shall remove dispenser 5-6 from the island and disconnect all required piping and electrical connections, replace the cracked boot and any other penetrations inside the containment sump. Once repaired complete a hydrostatic test with the Southern Nevada Health District inspector on site. After receiving a passing hydrostatic test, re-install dispenser to include all electrical and fuel piping and provide a systems check for leaks and proper operation.
