- Description
- The purpose of this Notice of Contracting Action is to announce, in accordance with FAR Subpart 5.2, the Government's intention to pursue a Sole Source procurement extension for the Launch Operations Support Contract (LOSC) requirement for up to six months beginning 1 April 2016. This extension will permit the continuation of mission critical supplies and services. The anticipated contract type is Cost Plus Award Fee. Any offerors believing they can provide the required LOSC services for the specified period may provide evidence for consideration by notifying this office in writing by e-mail within 15 days of the publication of this notice. The Government will not pay for any material provided in response to this synopsis nor return the data provided. A determination by the Government not to compete this procurement based on responses received is solely within the discretion of the Government. This notice does not constitute a Request for Proposal, nor is it to be construed as a commitment by the Government to release a competitive solicitation or award a contract. The Cape Launch Operations and Infrastructure Support (CLOIS) contract, which is the follow-on contract to LOSC, was competed and then award was made on 1 September 2015. The award was subsequently protested and sustained by GAO on 23 December 2015. In order to continue these essential services and avoid an unacceptable schedule delay during the process of taking corrective action for the sustained protest to the LOSC follow-on contract, the Government will acquire the services on a sole source basis from: Space Coast Launch Services (SCLS) 1613 SAB Road, Rm 15 (CCAFS) Patrick AFB, FL 32925 The resultant contract modification will be awarded under the authority of FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency's requirements. Description of Services: The mission of the Launch Operations Support Contract is to operate, maintain and sustain critical launch processing and space-lift facilities and systems owned by the 45 SW at Cape Canaveral Air Force Station using an integrated systems engineering approach. This includes providing mission support to range customers using mission-critical facilities and systems (i.e., launch pad infrastructure, spacecraft processing facilities, and ordnance facilities and systems) as well as prioritizing and managing all efforts necessary to provide the required operational availability for mission support.
