GENERAL INFORMATION: Document Type:Pre-Solicitation Notice Solicitation Number:EA-133W-16-RP-4036 Posted Date:January 26, 2016 Current Response Date:March 10, 2016 Set Aside:Unrestricted CONTRACTING OFFICE ADDRESS: U. S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD), 200 Granby Street, Room 815, Norfolk, VA 23510 Synopsis: The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) has a requirement for meteorological observation data derived from existing surface-based observing networks called "mesonets". These meteorological observations are required to fill the gaps in the Nation's meteorological, hydrologic and related environmental observing capabilities to enable significantly improved prediction of high-impact, local-scale weather events. The Government anticipates awarding a single award, Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price provisions based on a best value basis. The period of performance of this procurement will be for three years. The solicitation will be competed as an unrestricted requirement. The North American Industry Classification Code System (NAICS) code for this procurement is 518210-Data Processing, Hosting, and Related Services and the corresponding size standard is $32.5 Million. All responsible and fully responsive businesses may submit a proposal which will be considered by the agency. Any resulting contract will be awarded as a IDIQ contract with Firm Fixed Price provisions. A Request for Proposal (RFP) solicitation will be made available for download on or about February 10, 2016 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. Interested parties should use the FedBizOpps ["Add To Watchlist"] and ["Add Me To Interested Vendors"] features which provide a notification when the Request for Proposal (RFP) becomes available for download. These features also inform interested parties of all postings of information associated with this solicitation thereafter. Each potential offeror is responsible for checking the FedBizOpps website to gain all current information related to the solicitation. Electronic submission of the contractor's quote is hereby authorized, but must be transmitted by the posted response date and time. The solicitation and any further announcements regarding the solicitation will be posted only at http://www.fedbizopps.gov/. The estimated response due date is March 10, 2016; however, the actual date offers are due will be stated within the solicitation documents. All responsible sources may submit a proposal, which shall be considered by the agency.
