- Draft SOW The National oceanic and atmospheric Administration (NOAA) Marine Operations Center - Pacific (MOC-P) Has a requirement is for a contract for NOAA ships to use commercial fueling vendors in Kodiak, AK. MOC-P has 3 ships that have reliably repeatable missions in the Gulf of Alaska and Bering Sea each year. These NOAA ships are The Rainier, The Fairweather, and The Oscar Dyson. NOAA ships other than these 3 may also utilize the contract, however all ship schedules are not yet set. A draft Statement of Work is attached. This will be a, Commercial, Indefinite-Delivery, Indefinite-Quantity (IDIQ)type supply contract with fixed price delivery orders. The Period of performance is for a one (1) year base period and four (4) one-year option periods. The North American Industry Classification Code (NAICS) is 324110 with a size standard of 1,500 Employees. A Request for Proposal (RFP) solicitation documents may be available on or about February 3, 2016 at the Federal Business Opportunities (FedBizOpps or FBO) website: http://www.fbo.gov/. The ESTIMATED response due date is February 10, 2016; however, the actual date offers are due will be stated within the solicitation documents. Paper copies of this solicitation will not be issued. The proposed contract is unrestricted. Interested parties should use the FedBizOpps [Add To Watchlist] and [Add Me To Interested Vendors] features which provide a notification when the RFP becomes available for download as well as all postings of information associated with this solicitation, thereafter. Each potential offeror is responsible for checking the FedBizOpps website to gain all current information related to the solicitation. The solicitation and any further announcements regarding the solicitation will be posted only at http://www.fbo.gov/. All questions of any nature regarding this procurement are to be sent in writing to Contract Specialist, Cheryl (Rosa) Martin at cheryl.martin@noaa.gov. Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer. All responsible, responsive sources may submit an offer, which shall be considered by the agency.
