Description
SSN/RFI Questions. DRAFT SOW. THIS IS A SOURCES SOUGHT NOTICE AND REQUEST FOR INFORMATION THAT HAS BEEN GENERATED FOR REQUIREMENT PLANNING PURPOSES. THIS IS NOT A SOLICITATION FOR PROPOSALS AND SHALL NOT BE CONSTRUED AS AN OBLIGATION MADE ON BEHALF OF THE GOVERNMENT. NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. PLEASE DO NOT REQUEST A COPY OF A SOLICITATION FOR THIS REQUIREMENT, AS ONE DOES NOT EXIST. The Defense Microelectronics Activity (DMEA) is conducting market research and would like to obtain information from potential vendors that may be able to provide an in-situ nano prober that will be able to perform while inside a Focus Ion Beam (FIB) and Scan Electron Microscope (SEM). Nanoprobe equipment must be compatible with existing DMEA-owned equipment, FEI Helios NanoLab 660 and/or FEI Nova NanoSEM 650. Existing equipment is located at the DMEA facility at 4234 54th Street, McClellan, CA 95652-2100. Additionally, DMEA requests feedback in identifying commercial practices and capabilities that may be relevant to the requirement, if any. Please see the attached DRAFT Statement of Work (SOW) for a description of the potential requirements for contemplated contract action; changes are likely to be made in any resulting solicitation. No reimbursement will be made for any costs associated with providing information in response to this notice. The Government will consider all responses received to determine how to proceed regarding any future contemplated contract action. Potential sources are requested to submit a white paper or response that addresses, but is not limited to, the following questions: 1. Company overview and contact information, including company Dun & Bradstreet number (DUNS) and/or Commercial and Government Entity (CAGE) code. 2. Business size status (small or large) and/or other business classification information (SBA 8(a) program participant, women-owned business, service-disabled veteran owned business, etc.). 3. Is your nanoprobing equipment available for sale commercially, i.e., customarily used by the general public or by non-governmental entities, or are sales specifically limited to the Government? If you are able to share, please provide some examples of companies or agencies to which you have previously sold your nanoprobing equipment. 4. Under which North American Industrial Classification System (NAICS) Code is your nanoprobing equipment classified? (Ref: https://www.census.gov/eos/www/naics/) 5. Please provide comments regarding the proposed Statement of Work (SOW), including: a. Whether you have any questions based on the information presented. b. Any aspect of work that may have been omitted or other areas that you think should be addressed. c. Any aspects of work described that your company is unable to perform, why, and what alternatives you would recommend so that your company might be able to perform. d. Any aspects of work described that conflict with commercial practices. e. Any other comments or recommended changes. 6. What is the typical lead-time to supply and install nanoprobing equipment? What factors might lengthen or shorten the lead-time? 7. Please provide information regarding potential nanoprobing equipment, capabilities, and compatibility that may meet the Government requirement. 8. How is the system integrated / how does it interact with FEI FIB/SEM software and hardware? 9. What is the maturity of your nanoprobing system? How long has been in the market? 10. What is the most common failure or cause of failure? 11. What are the maximum amounts of proves? Sizes? Range of motion? 12. What standard warranty terms are available for hardware and software? Do you offer extended warranties? If so, please describe. 13. Does the nanoprobing system require preventative maintenance or other services? a. If so, please outline what is required and how often. b. If so, please state whether these costs are typically included with equipment purchase, or if they are in addition to equipment purchase. Please DO NOT provide specific pricing information. 14. What type of training can be provided? 15. Would product demonstration be required to be performed at your facility? Or where could this be accomplished? Are there any other items required to complete demonstration? Responses are requested to be no more than twenty-five (25) 8.5 x 11 inch pages, with not less than 10-point font. Responses should be submitted to Nickie Cruthirds at nickie.cruthirds@dmea.osd.mil by 1100 / 11:00 AM, Pacific Standard Time (PST), Monday, 1 February 2016. Potential sources are also encouraged to submit questions, requests for clarification, and other PWS or performance recommendations via e-mail.
