Description
The formal title of this project is: HUBZone Small Business Set-Aside Indefinite Delivery Indefinite Quantity (IDIQ) Multiple-Award Task Order Contracts (MATOCs) for design-build or design-bid-build construction projects in the Southwest Division Tulsa District (SWT) boundaries of the U.S. Army Corps of Engineers. The purpose of this notice is to provide details of this upcoming requirement to prospective offerors prior to advertisement of solicitation W912BV-16-R-0073. Required services consist of Design-Construction Services in support of various military, civil works, and international and interagency support (IIS) projects. The Scope of Work includes, but is not limited to, construction, renovation, repairs and alterations, preventative maintenance, environmental abatement, and operations activities. The contracts are not only intended to execute new construction, design-build and design-bid-build, but to provide a timely response to remediation of real and personal property facilities, e.g., maintenance, repair, asbestos and lead-based paint abatement, and minor construction situations relating to, but not limited to, civil, mechanical, plumbing, structural, electrical, fire protection, heating, ventilation and air conditioning (HVAC), instrumentation, anti-terrorism, force protection, and other minor construction activities associated with the above mentioned work. It is the intent of the Tulsa District to issue one (1) solicitation for the award of three (3) to five (5) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOCs). The basic MATOCs will be competed in accordance with FAR 36.3 Two-Phase Design-Build Selection Procedures and Individual Task Orders will be awarded in accordance with FAR 16.505(b) orders under multiple award contracts. The HUBZone MATOCs will be a five (5) year firm-fixed-price contract (base of three years plus two options for one year each). The shared capacity will be $49M. The North American Industry Classification System (NAICS) code for this program is 236220, Commercial and institutional building construction. The Solicitation will be posted on or about 16 February 2016.
