Description
THIS SOURCES SOUGHT IS SET ASIDE FOR TOTAL SMALL BUSINESSES IN HOUSTON, TX. The General Services Administration, Public Building Service, Region 7, is issuing this sources sought synopsis to conduct market research to identify experienced firms with the resources to sustain and meet the following described need. There is a need to connect the City of Austin Reclaim Water Capitol Complex Main (currently under construction) with the Thornberry and JJ Pickle Federal Complex demarcation facility. The work is for a Design - Build (DB). A capable DB Contractor will be responsible for design and construction stage services. Design-Build services include demolition design, construction drawings, and specifications to meet the tenant requirements, engineering, construction sequencing, scheduling and budgeting, coordination, general construction, etc. The DB Contractor shall be the Architect of Record for the project and shall bear all responsibilities and liabilities of the work described. Description of Work: Contractor shall provide all materials, labor, tools, equipment, and supervision to accomplish tasks as outlined in contractor documents. Design Stage Services: Design Services are those services provided by the DB Contractor, having as their finished-products: drawings and specifications suitable for construction, with supporting phasing, scheduling, and budgeting documents for the work to be accomplished. Design Services to include coordination with City of Austin Capitol Complex Reclaim Main construction efforts, construction sequencing and phasing documents, temporary easement plans, utility relocation details, traffic management plans, erosion control and site restoration plans, storm water pollution prevention plans, geotechnical reports, quality assurance and control plans, and review and integration of as built conditions and building systems based upon requirements outlined herein and attached. Design Services to include development and production of Construction Documents including all disciplines as required and submission to Authority Having Jurisdiction (AHJ). Survey and Subsurface Utility Engineering (SUE) requirements: Conduct topographic and tree field surveys for a corridor stretching from the right of way (ROW) to ROW on either side of street. In addition, prepare similar surveys for any staging areas. This includes locating visible and accessible utilities on the ground, identify, and locate all trees 8-inch in diameter and larger within the survey area, and preparing design survey base map with surface features (utility markers, pavement, fences, etc.), trees, 1-ft contours, and parcel boundaries. Quality Level "D" (QL-D) SUE services will be conducted, which consists of a desktop analysis and records research for the entire alignment, shall be conducted. Quality Level "C" (QL-C) SUE services will be conducted, which includes the supplementation of QL-D information with that obtained by surveying visible above-ground utility features such as valves, hydrants, meters, manhole covers, etc. Quality Level "B" (QL-B) SUE services will be conducted, which includes the two-dimensional (x, y) information obtained through the application and interpretation of non-destructive surface geophysical methods. QLB is also known as "designating" and provides the horizontal position of subsurface utilities within approximately one foot. Geotechnical Investigation requirements : Perform geotechnical borings approximately fifteen to twenty feet deep at 500 LF spacing to determine subsurface geologic and groundwater conditions in order to complete final design and provide subsurface information suitable for construction purposes. Provide a final Geotechnical Data Report based on bores, in-situ tests, and laboratory tests. Report does not include pavement restoration recommendations. It is assumed that pavement restoration will be prepared per City of Austin standards. DB Contractor shall reconcile all review comments and provide the GSA with written responses to all comments within 3 calendar days of receipt. At a minimum, the DB Contractor shall provide experts in disciplines listed in PBS-P100, and as otherwise required in the Task Order, with credentials as indicated, as they apply to the project. General Requirements : Protect all items to remain. Any damage as a result of work under this contract shall be repaired at no additional cost to the Government. All materials shall match the building standards and shall be submitted for approval to the GSA prior to ordering. All new items and equipment shall be labeled according to best practices and building standards. All permitting, coordination, easements, notifications, etc. regarding construction on City streets will be the responsibility of the DB Contractor. The GSA will provide facilitation, when necessary. Contractor shall conduct all necessary activities to provide traffic control, pedestrian safety, and utility service coordination for the project. Demolition : Trench approximately 450 linear feet from City of Austin Reclaim Water Capital Complex Main (E 11th St) to a newly installed Reclaim Water vault at 10th Street and Trinity via Trinity St. Trench approximately 670 linear feet from the City Reclaim water vault to the Thornberry and Pickle demark rooms via federal parking garages and federal parking lot. Prepare complex demark room/plant for new reclaim water piping at area designated in construction documents; ideally located adjacent or in vicinity to City potable water supply main. Renovation : Install approximately 450 linear feet of 8" main piping. Install all required valves, connections, fittings, etc. for future connection to the City Capitol Complex main with the new piping (connection will be made by CoA contractor). Install approximately 760 linear feet of 4" piping to the Pickle Building with a branch to the Thornberry Building. Install all required valves, connections, fittings, etc. at Thornberry Building and Pickle Building demark rooms and cap off piping for future connection to reclaim piping within building. Properly seal, repair, etc. wall at new reclaim water pipe penetration and all other areas. Restore asphalt pavement (and all other areas affected by work under this contract) in manner approved by the GSA and City of Austin, including all painting and restriping. Conduct necessary adjustments/modifications to building systems to accommodate new piping as required. Coordinate with the GSA property manager for the closure of Thornberry and Pickle loading docks and parking areas affected by new work. The period of performance/Construction completion time is 150 calendar days from NTP. The estimated dollar amount of the project is between $100,000 and $250,000. The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 237110: - The associated small business size standard is 36.5 million. - 237110 - Water and Sewer Line and Related Structures Construction THIS IS JUST A SOURCES SOUGHT SYNOPSIS. NO SOLICITATION HAS BEEN ISSUED. This sources sought synopsis does not constitute a need for submittal of request for proposals, as this posting is solely for identification of capable firms. Any information submitted in-conjunction with this posting is strictly voluntary. PLEASE NOTE: The government assumes no financial responsibility for any costs incurred or associated to this request for capability information. CAPABLE FIRMS: ( Please submit the following information) (1) A complete and current record of your registration within the System for Award Management, located at https://www.sam.gov/. (2) A capability statement supporting claims of organizational and staff capability to perform the tasks listed in the "Project Description" paragraph above. (3) Provide three (3) examples of performing water and sewer line construction within the magnitude of this type of construction completed within the last five (5) years. Acceptable examples would require design-build construction service and use of major equipment to accomplish this task. Please provide the name, title, agency/organization, telephone number, email address (if available), and physical address with the associated contract. Experience of both the prime contractor and subcontractors will be considered. GSA requests that potential sources only submit the minimum information necessary and no more than four (4) pages. (The SAM.gov record does not count toward the 4 page minimum.) The result of this market research will contribute to determining the method of procurement, including type of small business set-aside. NO LARGE businesses need to respond to this notice. Interested parties, excluding large businesses, who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 2:00 PM (CST), Friday, February 12, 2016.
