- This ?Notice of Intent? is not a request for quote and a solicitation will not be issued; however, all responses received prior to the closing date of this notice will be considered by the Government. The Department of Energy (DOE) intends to award a sole source contract to AIMMS, Inc. for the purchase of 30 licenses of the optimization modeling software and optimizer known as ?AIMMS + CPLEX,? plus software license maintenance and support for the Office of Energy Analysis (OEA, EI-30) in the U.S. Energy Information Administration (EIA). EIA is to contract for 30 licenses of the ?AIMMS + CPLEX? optimization modeling software and optimizer plus services related to software license maintenance and technical support. The software is used to represent and develop models integrated into the agency?s National Energy Modeling System (NEMS). In accordance with Competition in Contracting Act, 41 U.S.C. ? 3304(a)(1), as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. SUBMISSION INSTRUCTIONS: Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement which shall be considered by the agency, no later than the closing date and time of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. Responses must be in writing, by e-mail to the Contract Specialist at David.Lione@eia.gov. The e-mail shall contain the following subject line: Response to Notice of Intent ? AIMMS Software 30 Licenses plus Maintenance and Support. Please submit all information no later than February 9, 2016, 12:00 pm Eastern Time. THIS NOTICE OF INTENT DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL OR A PRESOLICITATION NOTICE. THERE IS NO SOLICITATION AT THIS TIME.
