Description
THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with University of California, Irvine, 2011 Biological Sciences 3, Irvine, CA 92697-2300, pursuant to 41 U.S.C.253(c)(1)-Only one responsible source and no other supplies or service will satisfy agency requirement Award is subject to Justification for Other Than Full and Open Competition (JOFOC) approval. This purchase is for analysis of Tox21 data to prioritize chemicals that are predicted to have adipgenic or lipogenic activity. The Tox21 analysis was based on evaluating ability of chemicals to activate the following receptor targets: peroxisome proliferator activated receptor gamma (PPARγ), 9-cis-retinoic acid receptor alpha (RXRα), glucocorticoid receptor (GR), and retinoic acid receptor alpha (RARα). From our analysis, 546 chemicals were prioritized including a set of 27 chemicals that activated at least 3 of the receptor targets. However, independent testing is needed to increase our confidence in the predictions. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Purchasing Agent at the address stated above. This notice of intent is not a request for competitive proposal; however, all responses received within 10 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 days of this notice to determine whether a qualified source is note advantageous to the Government, an order will be placed with Becton, Dickinson and Company. The NAICS Code /Size is 541380. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part, 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $150,000.
