Description
The U.S. Department of Education (Department) will issue a solicitation from which nine of ten Regional Educational Laboratory (REL) contracts will issue. The Department will solicit proposals for the following REL regions: Appalachia Central Mid-Atlantic Midwest Northeast and Islands Northwest Pacific Southeast West NOTE: REL Southwest is 11 months off-cycle and will compete later in FY17. A separate presolicitation notice and solicitation document will announce that procurement. This notice is NOT a request for proposal and is instead a synopsis notice for an anticipated Fiscal Year (FY) 16/17 contractual action. The Department anticipates posting a solicitation to announce an unrestricted full and open Request for Proposals (RFP) to the Federal Business Opportunities (FBO) website on or about February 1, 2016, but this date may be extended if necessary. The Government intends to award nine hybrid contracts (utilizing both Firm-Fixed Price and Cost Plus Fixed Fee tasks and subtasks) to the responsible offerors whose proposal is most advantageous to the Government after evaluation. Award will occur in time for a performance start date of January 3, 2017 for nine RELs. The awards will use FY17 funds. Requirement Overview: Each REL contract will be a multi-year contract, and the Department will incrementally fund the contracts on an annual basis. For additional information regarding the history, scope, and expectations of the REL program please refer to the extensive Request for Information document posted on August 7, 2015, as well as the three addenda posted between September, 2015 and January, 2016. These documents contain detailed explanations of program expectations, vendor questions and responses, and other documents regarding Information Technology, pricing, and other information that will assist with your proposal development.
