Description
TFTS/SES NOCA The AFTC SMO intends to solicit and award a five (5) year Indefinite-Delivery, Indefinite-Quantity (IDIQ) sole source contract under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements (10 U.S.C. 2304(c)(1)), to Amherst Systems, Inc., a subsidiary of Northrop Grumman - 1740 Wehrle Drive, Buffalo, NY 14221-7032. It is anticipated that the new contract will be awarded on or before August 2016. The requirement is to provide Sustaining Engineering Services (SES) that will consist of recurring and non-recurring engineering tasks in support of the Combat Electromagnetic Environment Simulators (CEESIMs) and the Advanced Multiple Environment Simulators (AMESs) threat simulators located in various test facilities. This contract shall cover currently owned simulators as well as modifications/growth capabilities of simulators to support future requirements. The contractor may be required to furnish materials and/or equipment for successful completion of individual taskings. The contractor shall provide highly knowledgeable personnel (i.e. must have previous hands-on experience on the hardware design, software coding, integration, and testing of these Special Test Equipments) to perform the necessary work as requested by each task order. Inherent in providing these goods and services, the contractor shall provide the supervision and management effort necessary for the efficient and effective administration and control of the work to be performed. The contractor shall ensure adequate resources are dedicated to satisfy the requirements of work assignments. An IDIQ contract is anticipated, which may utilize fixed-price and cost-reimbursement contract types. As stated above, it is estimated that the total base contract period of performance will be for five (5) years from time of award. The Government intends to solicit and negotiate for services with only one source under the authority of FAR 6.302-1. In accordance with FAR 5.203(a), interested persons may identify their interest and capability to respond to the requirement within the response date specified above in order to be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements in response to this synopsis are due by 01 February 2016. The date of response to this synopsis is fifteen (15) days after the date of this synopsis publication. The Air Force Test Center has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer identified.
