- Veterans Health Affairs, Network Contracting Office 4, is issuing this request for information/sources sought notice in order to identify sources that have the resources and capabilities to provide Federal employee position description rewriting and classification services for the Corporal Michael J. Crescenz VA Medical Center (CMCVAMC). The CMCVAMC is located in Philadelphia, PA. Scope of Work- CMCVAMC's Human Resource Department needs Contractor assistance to classify and rewrite/reformat position descriptions and perform the National Classification Review in accordance with OPM standards and guidelines. Contractor will rewrite/reformat an estimated five to ten PDs a month-or approximately 60 per year. Contractor will classify/evaluate an estimated five to ten PDs a month-or approximately 60 per year. Contractor, in collaboration with CMCVAMC HR staff, will provide training to CMCVAMC Service Chiefs and Supervisors twice per year on the methodologies for writing as well as updating employee PDs. Technical Requirements- Contractor must provide its own resources (e.g., facilities, equipment, personnel, expertise and supervision) necessary to perform the Federal employee position description rewriting and classification services for the CMCVAMC. Contractor personnel must have at least five years of federal government experience (preferably for VA) in rewriting and evaluating PDs; Contractor personnel must have knowledge of OPM's administrative, professional, and technical classification standards as well as other functional classification standards as may be required to perform the work to ensure process of establishing accurate classified positions descriptions (PDs). Contractor must adhere to U.S. Office of Personnel Management (USOPM) standards in formatting and the Factor Evaluation System (FES) criteria to ensure process of establishing accurately classified position descriptions Interested & Capable Responses- NCO 4 is seeking responses from businesses that are interested in this procurement and consider themselves to have the resources and capabilities necessary to provide these services.
