- This is a pre-solicitation notice posted in accordance with FAR 5.204. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. The Missile Defense Agency (MDA) has a Weapons and Missiles Engineering support requirement under the Technical, Engineering, Advisory, and Management Support (TEAMS) acquisitions. This contract will provide engineering support for Ballistic Missile Defense System (BMDS) weapons and missiles systems to defend the homeland, regional interests, allies, and deployed forces against ballistic missile threats; including development of integrated, fiscally sustainable systems that are adaptable and responsive to intelligence-based threats. The acquisition will be a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 541712 (Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology)) and the small business size standard is 1000 employees. The Government intends to award a single, cost plus fixed fee, completion type contract. The contract will have a base period of two (2) years with three (3) one-year options. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in SAM at https://www.sam.gov. It is anticipated that the solicitation will be available at Federal Business Opportunities (FedBizOpps) at www.fbo.gov on or about February 1, 2016. Paper copies of the solicitation will not be issued. The solicitation may be accessed electronically only via the FedBizOpps website. Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued. Proposals will be due 30 days after the solicitation is issued.
