- Synopsis ¿ Solicitation P16PS00353 This is a combined synopsis/solicitation for a service contract prepared in accordance with FAR Part 12 and solicited in accordance with the procedures in FAR Part 13. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation Number is P16PS00353. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular: FAC Number/Effective Date: 2005-85-1/01-04-2016. The FAC is available at https://www.acquisition.gov/. This is solicited as Full and Open Competition After Exclusion of Sources: Set-Asides for Small Business Concerns (Total Small Business Set-Aside) under NAICS code 562111, Trash Collection Services with a small business size standard of $38,500,000.00. The Dept. of Labor's Service Contract Labor Standards Wage Determination, Decision No 2005-2247 (Rev.-18) Dated 12/29/2015 (Embedded in Solicitation Document) is applicable to this combined synopsis/solicitation. A current Contractor registration is required on the System for Award Management (SAM) website, https://www.sam.gov/portal/public/SAM/ (formally CCR and ORCA). An offeror must ensure that they are self-certified under NAICS Code 562111 in the Representations and Certifications portion of SAM. This requirement is hereby posted as a Request for Quotations (RFQ) for commercial services for refuse collection/disposal and single stream recycling services by means of a firm-fixed service contract and will be a Total Small Business Set Aside. Add note that this is a base year with four one-year option periods. The solicitation pricing on www.FedConnect.com will end on January 29, 2016 @ 1200pm ET. The sites where the services will be performed are at both Fort McHenry National Monument & Historic Shrine and Hampton National Historic Site. Please forward all quotes to Marco S.
