Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation shall not be issued. This notice is being issued as a Request for Quotations (RFQ) for NASA Technical Standards System (NTSS). The NTSS provides a licensing approach for technical standards and related data for NASA, agency wide. The Technical Standards Platform requires a user base of 8,000 to 12,000 active users. Please review the attached Statement of Work (SOW) and all related attachments. To be considered technically acceptable, all offers shall meet or exceed all specifications contained therein. This action will be competed on a Full and Open basis. The NAICS Code and the small business size standard for this procurement is 813920 / $15.0. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. However, any award from this RFQ shall require the potential vendor to be certified within the Online System for Award Management (SAM) at www.sam.gov Databases prior to award. Delivery shall be FOB Destination to MSFC, Central Receiving, Bldg 4631, MSFC, AL. Delivery date To Be Determined (TBD). Offers for the items described above are due by January 25, 2016 by 1:00 P.M. CST to Heath Brock at david.h.brock@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration, taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (Oct 2015), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product offered is other than a domestic end product as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (May 2015), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (Jan 2016), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and are attached to this solicitation. CST. Telephone questions shall not be accepted. FAR 52.212-2 (Oct 2014) Selection and award shall be made to the lowest priced, technically acceptable offeror. Technical acceptability shall be determined by review of information submitted by the offeror which shall provide a description in sufficient detail to show that the product offered meets the Government's requirement per the attached Statement of Work.
