- Description
- NASA/MSFC has a requirement for engineering research, design, modeling, testing, and manufacturing of a green propulsion system to support the 6U Lunar Flashlight cubesat mission. In order to achieve the science mission of identifying surface water ice in the permanently shadowed craters of the lunar poles, Lunar Flashlight requires a propulsion system with > 290 m/s of delta-v capability (single maneuver capability of >50 m/s) in the z-axis, assuming a 14 Kg spacecraft wet mass. This propulsion system provides attitude control and propulsive maneuvers to achieve a lunar capture and ultimately the lunar science orbit. The allocated mass to the propulsion system is 5 Kg. The allocated volume is approximately 2U (105 mm (y-axis) X 220 mm (x-axis) X 140 mm (z-axis)). The flight hardware delivery date is 01 July 2017. NASA/MSFC intends to purchase the items from VACCO Industries pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, which implements the authority for 10 U.S.C. 2304(c)(1) for acquisition of supplies and services from only one source and no other supplies or services will satisfy agency requirements. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort via E-mail to the identified point of contact not later than 4:00 p.m. Central Daylight Time on 29 January 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
