- (i) This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. (i) This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. (ii) The Requisition number is: OS168392 and is issued as a Request for Quote (RFQ). (iii) This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-78. (iv) The North American Industrial Classification System (NAICS) code is 812930, and the small business size standard is $35.5M. Please identify your business size in your response based upon this standard. (v) The PROGRAM SUPPORT CENTER (PSC) is soliciting to lease fifty eight (58) unreserved parking spaces at the MarcParc garage located at 8455 Colesville Road, Silver Spring, MD 20910. (vi) Description of Requirement: Office of Enterprise Applications Development (OEAD) has a need for fifty eight (58) unreserved parking spaces with 24/7 access and a security guard at DCCPR office space located at 8455 Colesville Road, Silver Spring, Maryland. (vii) Period of Performance: The period of performance is from January 1, 2016 through June 30, 2016. 1. Standard Non Reserved Parking Spaces: QTY: 58 spaces, 6 months 1/1/16 through 6/30/16 (Base Period) 2. Standard Non Reserved Parking Spaces: QTY: 58 spaces, 3 months 7/1/15 through 9/30/16 (Option Period 1) 3. Standard Non Reserved Parking Spaces QTY: 58 spaces, 3 months 10/1/16 through 9/30/16 (Option Period 2) (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation-Commercial Items applies to this acquisition. (x) Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (NOV 2015), with its offer or acknowledge its listing in the System for Award Management (SAM) website. This Statement is for Information Only: It is not a Wage Determination Employee Class Hourly Wage Fringe Benefits 27101 - Guard 1 $15.38 $5.05 31260 - Parking and Lot Attendant $13.70 $4.50 (xii) Sole Source Justification - The Department of Health and Human Services (HHS), Program Support Center, Acquisition Management Services, on behalf of the Office of Enterprise Applications Development (OEAD) intends to negotiate and award a firm fixed price purchase order on a sole source basis to MarcParc. MarcParc is the only parking company located at the Silver Spring Centre, 8455 Colesville Road, Silver Spring, MD. MarcParc meets the following minimum requirements: access to a parking facility between the hours of 6:00 am to 7:00 pm to accommodate workers on early morning and late evening/afternoon work schedules; on-site security guard and gated garage; and covered/closed parking. (xiii) The clauses at FAR 52.232-40, Providing Accelerated Payments to Small Business Subcontractors (DEC 2013); HHSAR 352.203-70, Anti-Lobbying (MAR 2012); and HHSAR 352.222-70, Contractor Cooperation in Equal Employment Opportunity Investigations (JAN 2010), apply to this acquisition.
