- Attachment 2 - Comments Matrix Attachment 1 - Draft PWS The Defense Information Systems Agency is requesting industry's feedback and recommendations on the DRAFT Performance Work Statement (PWS) (Attachment 1) for the purchase of Morale, Welfare, and Recreation (MWR) Internet Café Program (ICP) services. The MWR ICP contract will provide a deployable turn-key commercial satellite communications system and service to support MWR Internet Cafés for deployed troops. This will be a competitive acquisition, and will be awarded as a Single Award Indefinite Delivery Indefinite Quantity contract. The period of performance is anticipated to initiate in FY17 with a total period of performance of seven years. The DRAFT PWS is being issued to broaden the Government's understanding of industry capabilities to further improve and enhance the Government's ability to acquire satellite services based on changing technology and dynamics in the industry. Please use the attached Comments Matrix spreadsheet (Attachment 2) for feedback submission. Recommendations and feedback in response to the DRAFT PWS are due January 21, 2016, at 10:00 a.m. (CST). Request all comments be sent to lynn.m.buss.civ@mail.mil, crista.n.decker.civ@mail.mil, and andrea.l.horstmann.civ@mail.mil. Include "MWR ICP Draft PWS Response - [Contractor Name]" in the subject line. **This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers, and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this notice is strictly voluntary.**
