- NOTICE OF INTENT TO AWARD A SOLE SOURCE - 7 Jan 2016 NOTICE OF INTENT TO AWARD A SOLE SOURCE The Office of Naval Research (ONR) intends to issue a Cost Reimbursement contract award to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 1 August 2016 to the Scripps Institution of Oceanography (SIO), San Diego, CA. The period of performance will be approximately thirty-six (36) months. The contractor shall support the Auxiliary General Purpose Oceanographic Research (AGOR) 24 Class Mid-Life Refit Overhaul and Service Life Extension Program (SLEP). The scope of work is for management of the design specification effort, and contracting for and management of the shipyard overhaul of the ONR research vessel ROGER REVELLE (AGOR 24). ONR intends to award this requirement as a sole source contract to SIO, the institution competitively selected by ONR after a merit-based competition 1992, to operate, maintain and repair the ROGER REVELLE (RR) in support of Navy and national oceanographic research objectives. SIO has successfully operated and maintained RR under a renewable charter lease since 1996, and is uniquely qualified to provide for the management of the major overhaul and mid-life refit of RR required for its continued and successful operation through the remainder of its service life. The statutory authority permitting other than full and open competition is Title 10 U.S.C. 2304(c) (1), Only one responsible source, as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The North American Industry Classification System (NAICS) code for this requirement is 336611 with the size standard of 1,000 employees. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by ONR. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
