- Justification for other than full and open competition THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. The Federal Bureau of Prisons (BOP) anticipates issuance of solicitation RFPP04191600001 for the award of a firm-fixed-price construction contract for a project entitled Upgrade Perimeter Security at the Administrative United States Penitentiary (AUSP) Thomson. AUSP Thomson is a federal correctional facility located at 1100 One Mile Road, Thomson, Illinois 61285. The project consists of furnishing all equipment, materials and labor for the complete construction of the work. DeTekion is the only company capable of providing a non-lethal/lethal fence that meets the requirements of the Bureau of Prisons. The solicitation will be issued to DeTekion no sooner than 15 days after the posting of this synopsis. All responsible sources may submit a capabilities statement which shall be considered by the agency. Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of the project lies between $1,000,000 and $5,000,000. (NOTE: This range is one of 8 available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range.) The NAICS code for this requirement is 238990. Faith-based and Community-based orgainizations may submit a offers/bids/quotations equally with other organizations for contracts for which they are eligible.
