- Updated Statement of Work NOTICE OF INTENT TO AWARD SOLE SOURCE There was a significant change in the SOW. This notice is extended 2 additional weeks to end January 22, 2016 10AM EST. THe new SOW is attached. The 439th Contracting Office Westover ARB intends to award a sole source, firm fixed price contract to Logistico LLC, a small business located at 661 South Main Street, Webster, MA 01570, for the purchase of providing Internet Service from Charter Cable Communication. A previous contract competed in Fiscal Year 10 and awarded under contract FA6606-10-P-004, required the one time installation cost of $37,212 for equipment plus the ISP service. It is in the best interest of the government not to re-purchase equipment and only seek the ISP service. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Telephone inquiries will not be accepted. This is not a request for competitive proposals. The decision not to compete this requirement is within the discretion of the Government. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government in future procurements. Interested parties may identify their interest and capability to responds to the requirement or submit proposals. All proposals received by the appointed due date will be considered by the Government. A determination by the Government not to compete with this proposal based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The justification for the sole source requirement is as follows: Logistico, LLC., is the only company that can offer internet service without requiring the government to pay the cost of equipment and equipment installation. All qualified sources must respond by email not later than 10:AM EST, 21 December 2015. Offers must be submitted by email to daniel.george.6@us.af.mil. And kimberly.mcgee.2@us.af.mil.
