- ***NOTICE OF INTENT TO SOLE SOURCE*** The Department of State Office of Acquisitions Management, on behalf of the Bureau of Resource Management issues this special notice of its intent to negotiate a sole source conmmercial contract with Actuarial Systems Corp (ASC) for software maintenance, technical support and upgrades to ASC proprietary software. ASC is the only known source providing the required maintenance for the proprietary software. ASC STATE is a customization of ASC proprietary software, written and supported by ASC only. Access is not granted to other ent ities for modifications. ASC STATE includes a Pervasive database created and maintained by ASC only. Dos and ASC have developed a relationship to communicate and resolve any technical issues from installation, reporting or program changes very quickly. Thousands of hours have been invested in the rollout and upkeep of this program on behalf of the VCP by both ASC and the Department of State (DoS) since 2010. DoS would have to start from scratch to reproduce what the ASC State program does for DoS. ASC State is a customized program (one of a kind) created specifically for DoS requirement to meet specifications of the Variable Contribution Plan (VCP), created on behalf of DoS's embassy and foreign employees. ASC has provided the base program and the custom programming which has multiple unique features not found in ASC's own Retirement System. In order to be considered as an additional source for the requested products/services, please respond to this requirement by submitting written capabilities/specifications/quotes (i.e. similar commercially available software maintenance subscription services for ASC proprietary software) to the Contract Specialist at the email address provided. This notice of intent is not a request for competitive quotes; however, all responses received by the deadline mentioned in this announcement will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are received within the specified time frame an order will likely be placed with ASC for the required software support. This purchase is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items. There is no solicitation package available.
