- The U.S. Army Medical Research Acquisition Activity, 820 Chandler St., Fort Detrick, Maryland, 21702, intends to award a sole source contract to RMISS for services in support of an ITS Telemetry System. The services shall include system hardware recalibration and documentation. The telemetry base station is located at the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the statutory authority 10 U.S.C. 2304 (c)(2). The FAR citation is 6.302- 1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. RMISS is the only known company capable of providing the required services because this is a follow-on contract for the continued provision of highly specialized services, and it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and/or unacceptable delays in fulfilling USAMRIID's requirements. RFQ W81XWH-15-T-0043 will be issued on a sole source basis. The North American Industry Classification System (NAICS) code for this requirement is 811229 and the small business size standard is $20.5M. Any sources that believe they are eligible to provide these services must respond in writing or respond to the RFQ. Responses must be supported with clear and convincing evidence which articulates the ability to provide the services outlined above. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purposes of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, a purchase order will be awarded without further remark. Interested concerns must identify their capability to the provided email address no later than 4:00 PM Eastern Time, 22 January 2016.
