- Description
- NASA/GSFC has a requirement for BCH ENCODER/DECODER INTELECTUAL PROPERTY (IP) CORE. NASA/GSFC intends to purchase the items from Sasken Communication Technologies, Ldt because this IP core product has been used in a heritage design that NASA is re-using. This heritage design has been extensively tested and verified during the heritage activity. If another IP core is used that has lessor or different performance characteristics, our hardware results could be skewed or otherwise negatively affected. IP cores are every specific in their programming, interfaces, requirements, performance, resources, and configuration. Therefore, it is not usually practical or efficient to attempt to swap an IP core that was used previously in a design with a different core, as it would require significant re-design or changes to the surrounding interfaces and /or programming to accommodate the swap. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 01/22/2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
