Description
DRAFT CLIN BREAKDOWN SCHEDULE OF PRICES AS OF 07 JAN 2016 DRAFT PWS AS OF 07 JAN 2016 This amendment is being issued for the following reasons: 1) This is to notify all potential offerors that the Request for Proposal (RFP) release date MUST be extended again. Based on updated milestone projections, the RFP release date is expected to be early to mid-April 2016. 2) This notice also provides a revision to our previous notice dated 9 November 2015. We have changed the location of a planned event due to vendor feedback. The pre-solicitation conference will now be held at Base Kodiak, Kodiak, Alaska soon after the release of the RFP and concurrent with the site visit. The oral presentations, for those who make the competitive range after evaluation of the offers, will still be held in Alameda, California. Dates for both of these events will be listed in the eventual solicitation. 3) In addition, as emphasized throughout this process, the USCG has several goals with this new solicitation. We have significantly updated/revised the PWS from the current contract to make it more performance-based, many of your previous comments resulted in revisions to the updated draft PWS (copy attached). Another goal with this upcoming contract is to make it as efficient as possible in managing the work requirements while still allowing for flexibility in our austere budget environment. To create this flexibility a revised (draft) Contract Line Item Number (CLIN) schedule has been developed. This is also attached for your comment. We need to make sure vendors can accurately and with certainty propose on our requirements. As such, we appreciate if potential offerors would review and comment on our draft CLIN schedule of prices and draft PWS. Specifically we hope you will give us feedback on how easy is it to develop prices using this CLIN structure including how much confidence you can have in the accuracy of prices. Any feedback you provide is welcomed. No special forms or format are needed for these responses, however, please be detailed in your responses/questions to me and cite the section page(s) you are referring to.
