- The U.S. Army Corps of Engineers (USACE) - Portland District located at 333 SW 1st Avenue; Portland, Oregon 97204, is issuing a Pre-Solicitation Notice for the purchase and delivery of two (2) bulkheads (three individual sections makes one bulkhead) for Bonneville Powerhouse 2, Bonneville Lock & Dam, Oregon. THE WORK CONSISTS OF: This contract work includes procuring necessary materials for the fabrication and painting of bulkheads, verifying that the dimensions and tolerances shown in the plans have been met, and delivery of the bulkheads to Bonneville Powerhouse 2, Bonneville Lock & Dam, Oregon, and an onsite functionality test within the bulkhead slots. The solicitation, specifications and other attachments will be available for download on FedBizOpps (FBO) (http://www.fbo.gov) on or about 07 Jan 2016, with an anticipated proposal due date of 08 Feb 2016. In order to view these documents, prospective offerors are required to self register their firm with FBO (Go to http://www.fbo.gov and ‘Register Now' under ‘Vendor / Citizens'). Registrants are responsible for the accuracy of the information on the registration list. The anticipated award date is 15 March 2016 (without discussions and +30 days with discussions). The period of performance of the resulting contract will start on or about 15 Mar 2016 and will require completion no later than 30 Sep 2016. The resultant contract will be evaluated & awarded to one (1) contractor using a Lowest-Price-Technically-Acceptable (LPTA) source selection process. The award will be made on the basis of the lowest evaluated price of proposal meeting or exceeding the acceptability standards for non-cost factors of Recent or Relevant Experience, Capabilities and Past Performance. This procurement is reserved for Small Businesses only. The applicable NAICS code is 332312 (Fabricated Structural Metal Manufacturing) with a Small Business Size Standard of 500 employees.
