- Draft Statement of Work RFI Document The Department of Homeland Security, Science and Technology (DHS S&T) Directorate, is requesting information from industry in order to identify all potential Contractors that are capable of performing Systems Engineering and Technical Assistance (SETA) Service. S&T requires SETA support during research and development phases of planning, programming, acquisition, and implementation cycles of Homeland Security and Government systems. Support shall augment and complement the Government's technical expertise in accomplishing its mission. The Government is contemplating an award that allows for a wide suite of contract types including Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Cost Plus Award Fee (CPAF), Cost Plus Incentive Fee, Time and Material/Labor Hour (T&M/L-H) and their variations (e.g., incentive fee and award fee) along with possible cost reimbursable for materials and travel. The estimated number of annual hours is 295,100. The ordering term of the contract is five (5) years. This is not a multi-year contract as defined in FAR Part 17.1, Multiyear Contracting. The performance periods will be specified in the Task Orders (TO) and may include option periods which extend the TO up to twenty-four (24) months beyond the expiration date of this contract. This is a RFI and is subject to the provisions of Federal Acquisition Regulation (FAR) 52.215-3 and is issued solely for information/planning purposes. This RFI does not constitute a solicitation for proposals, a commitment to issue a solicitation for proposals, or the authority to enter into negotiations to award a contract. This RFI shall not be considered as an obligation by the Government to acquire any products or services. The Government does not intend to award a contract on the basis of this RFI. There is no entitlement to payment of direct or indirect costs or charges by the Government as a result of a Contractor submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any Contractor's input submitted in response to the RFI. Responses to the RFI will not be returned. The Government recognizes that proprietary information and data may be part of this effort and, if so included, such data should be clearly marked.
