- Notice/Synopsis of Upcoming Solicitation for DEERS RAPIDS Support Services. This Notice is Only for Eligible Service-Disabled Veteran Owned Small Businesses (SDVOSB). Solicitation W9124J-16-T-0018 is a replacement of Solicitation W9124J-16-R-DEER, which was posted under the Sources Sought Synopsis on 05 November 2015, for DEERS/ RAPIDS Common Access Card (CAC) Support Services. The Mission and Installation Contracting Command - Fort Sam Houston intends to issue a request for proposal (RFP) to provide non-personal services contract to provide Defense Enrollment Eligibility Reporting System (DEERS)/ Real-Time Automated Personnel Identification System (RAPIDS) Military Identification Card/ Common Access Card (CAC) issuance at 30 locations throughout the continental United States and its territories. The Contractor shall perform ID and CAC issuance support services in accordance with Army regulations and policy directives. The periods of performance are as follows: Phase-In: 27 December 2015 through 17 January 2016 (21 days). Base Period: 18 January 2016 through 17 January 2017. Option Period One: 18 January 2017 through 17 January 2018. Option Period Two: 18 January 2018 through 17 January 2019. This solicitation is 100% set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB). The North American Industry Classification System (NAICS) that applies to this procurement is 561110 (Size Standard: $7.5 Million ). All responsible Service-Disabled Veteran Owned Small Businesses capable of performing this requirement may submit a proposal. The Request for Proposal will be posted to the Federal Business Opportunities (FedBizOpp) website ( https://www.fbo.gov/ ) within the next fourteen (14) days, with proposals due on or about 21 December 2015. These dates are subject to change. All amendments to the solicitation will be posted at the same website. Solicitation mailing list will not be compiled and amendments will not be sent out in paper copy. Contractors are cautioned to check the website periodically for amendments and updates regarding this requirement. All eligible Service-Disabled Veteran Owned Small Businesses must be registered in the System for Award Management database (SAM.gov). Faxed offers and amendments will not be accepted. A question period will be opened at time of solicitation.
