Description
Background: A market survey was posted to the Federal Business Opportunities (FedBizOps) website on 22 October 2015 to solicit information from potential offerors with regard to delivering mobile command, control, communications, computers, and intelligence (C4I) solutions in support Department of Defense (DoD) customers and federal agencies at locations worldwide. Specifically, SPAWAR Systems Center Atlantic is seeking feedback on the acquisition strategy to include the structure of the contract, use of one or more of the authorities under Section 1331 of the Small Business Jobs Act, as well as comments on the draft performance work statement (PWS). To date, we have only received feedback from one contractor with regard to this. We are requesting industry (Large and Small businesses) provide input on the impacts of the different authorities available under Section 1331 considering the Mobile C4I draft PWS (see attached). 1. Partial Set-Asides of Multiple Award Contracts (13 CFR 125.2(e)(3)) 2. Reserves of Multiple Award Contracts Awarded in Full and Open Competition (13 CFR 125.2(e)(4)) 3. Set-aside of Orders Against Full and Open Multiple Award Contracts (13 CFR 125.2(e)(6)) If a partial set-aside approach is recommended, we request identification of the functional areas/categories of the PWS that should be designated for performance by small business concerns. Additionally, provide us with any suggestions on the structure of the PWS (i.e. that may benefit both the customer and industry). One of the many goals of SPAWAR Systems Center Atlantic Contracts is to reduce or eliminate the requirement for a market survey at the task order level thereby expediting the award process. We may be able to accomplish this by relying upon an alternative methodology set forth in Section 1331 while still satisfying the small business goals. All responses shall be submitted to ssclant_future_cntr@navy.mil. Submissions are due by 4:00 p.m. (EDT) on 11 December 2015. This Special Notice is for information gathering and planning purposes only, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The Government does not intend to award a contract on the basis of this Special Notice or otherwise pay for the information solicited. Submission of vendor information constitutes consent to publication of that information in SSC-LANT documentation.
